Diamond sold all 10 homes in the 1st Phase. The builder is Laughlin Construction. The contract is between the Community Development Department of the City of Billings and REDI. The 1st phase was completed in August 2005. The concept was to use the approximately 13 acres of land that was given to the City by the County at a Tax Deed Sale. The City designated the parcel for Affordable Housing and designated the 48 lots in the subdivision to be sold to people qualifying for loans in the 80% of Median Income and under as published by HUD yearly. What makes these homes affordable is the fact that if a buyer qualifies and attends a First Time Homebuyer Seminar, it allows them to get the lot at no cost ($26,000 in the 1st Phase) and up to $10,000 in various cash assistance programs.
